The provision requires ELAN-based handling of import/export licences and restricts paper licences and non-ELAN licences from being used for customs release or export once the stated dates and conditions apply. Third-country issuing authorities must move certain documents into ELAN or national electronic systems, and noncompliant documents lose legal value for EU free circulation. Customs authorities must later use EU CSW-CERTEX for automatic checks and reporting.
