This regulation sets up EU registry and transaction-log systems for emissions allowances and Kyoto units, with account creation, checks, confidentiality, and access rules. This provision sets out how registry administrators issue, transfer, surrender, cancel, and replace allowances, and how Member States, the Commission, and competent authorities must notify or direct those actions. This provision sets identification-code rules for registry accounts, units, transactions, and reconciliation processes, and it also requires several checks and timing steps by registry systems. This provision sets reconciliation checks, administrative process rules, security requirements, and public reporting duties for the Community independent transaction log, registries, registry administrators, and the Central Administrator. An account holder can request that specified account information be displayed only to that account holder.
