| Official Journal of the European Union | EN L series ---|---|--- * * * | 2026/1445 | 3.7.2026 ---|---|--- COMMISSION IMPLEMENTING DECISION (EU) 2026/1445 of 26 June 2026 approving the United Kingdom’s request for reciprocal access under the Ukraine Facility established by Regulation (EU) 2024/792 of the European Parliament and of the Council THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2024/792 of the European Parliament and of the Council of 29 February 2024 establishing the Ukraine Facility (1), and in particular Article 11(2) thereof, Whereas: (1) | The Ukraine Facility makes financial support of up to EUR 50 billion available to Ukraine for the period 2024 to 2027 in the form of non-repayable support and loans for the recovery, reconstruction and modernisation of Ukraine. ---|--- (2) | Cooperation with the Union’s international partners is essential for the recovery, reconstruction and modernisation of Ukraine. The United Kingdom is a key partner of the Union in supporting Ukraine’s recovery, reconstruction and modernisation. It is a founding member of the Ukraine Donor Platform established in December 2022 by G7 leaders and is a member of its Steering Committee. ---|--- (3) | On 5 June 2025, the United Kingdom submitted a request to the Commission for reciprocal access for businesses and entities to the procurement and grant award procedures and prize contests of the respective Ukraine support programmes. ---|--- (4) | The Commission has examined the information provided by the United Kingdom and analysed the available information on international support provided to Ukraine, with a view to determining whether the United Kingdom’s support is actually and effectively not restricted and comparing the level of support provided by the Union and the United Kingdom, taking into account qualitative and quantitative aspects. ---|--- (5) | The United Kingdom does not restrict participation to projects funded in Ukraine, and grants equal access to the procurement and grant and prize award procedures of its support to Ukraine to all eligible countries under the Ukraine Facility. ---|--- (6) | From February 2022 until March 2026, the United Kingdom has committed GBP 17,6 billion to Ukraine, with GBP 13,06 billion in military commitments and GBP 4,6 billion in non-military commitments. Non-military commitments include GBP 4,1 billion in guaranteed World Bank lending, of which USD 3 billion has been disbursed to date and the remaining is scheduled to be utilised before the end of 2026. The United Kingdom has committed GBP 2,26 billion in military support to Ukraine as part of the ‘Extraordinary Revenue Acceleration loans for Ukraine’ initiative. Moreover, the United Kingdom has publicly committed to provide a further GBP 3 billion annually in military aid to Ukraine until 2031. The total support to Ukraine thus equates to an average of 0,91 % of the United Kingdom’s GDP. That is comparable to the Union’s support to Ukraine (from the Union budget and Member States’ budgets combined) which amounts to 1,11 % of EU GDP. ---|--- (7) | The United Kingdom has committed GBP 294 million as additional amount paid in share capital to the European Bank for Reconstruction and Development to support investment activities in Ukraine and has committed GBP 250 million of additional capital to its bilateral Development Finance Institution, British International Investments (BII), to support new investments in Ukraine. The United Kingdom has also provided its Export Credit Agency, UK Export Finance, with GBP 3,5 billion of capacity to underwrite loans and guarantees in respect of projects in Ukraine. ---|--- (8) | The United Kingdom’s continued support to Ukraine contributes to Europe’s security, and to international burden sharing between the EU and its partners as regards support to Ukraine. ---|--- (9) | On the basis of the information provided by the United Kingdom, granting the United Kingdom reciprocal access to procurement and grant and prize award procedures for activities financed under the Ukraine Facility would reinforce the shared political and economic objectives of both parties, particularly in support of Ukraine’s recovery, reconstruction and modernisation, in line with the objectives of the Ukraine Facility. ---|--- (10) | In order to maximise the effectiveness of aid provided to Ukraine, it is appropriate to grant the United Kingdom reciprocal access for a period of one year. ---|--- (11) | Ukraine has been consulted on 21 April 2026 regarding the United Kingdom’s request for reciprocal access to the Ukraine Facility, and has confirmed its agreement. ---|--- (12) | The measures provided for in this Decision are in accordance with the opinion of the Ukraine Facility Committee, ---|--- HAS ADOPTED THIS DECISION: Article 1 The United Kingdom is granted reciprocal access to procurement and grant and prize award procedures for activities financed under the Ukraine Facility, for a period of one year from 23 July 2026.
