| Official Journal of the European Union | EN L series ---|---|--- * * * | 2026/298 | 9.2.2026 ---|---|--- COMMISSION IMPLEMENTING DECISION (EU) 2026/298 of 6 February 2026 amending Implementing Decision (EU) 2024/3136 and updating the appointments of certain members and alternates of the Network Management Board and of the European Aviation Crisis Coordination Cell (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2024/2803 of the European Parliament and of the Council of 23 October 2024 on the Implementation of the Single European Sky (1), and in particular Articles 37(5) and 38(15) thereof, Whereas: (1) | Commission Implementing Decision (EU) 2024/3136 (2) should be updated to ensure the efficient functioning of the Network Management Board (the ‘NMB’) and the European Aviation Crisis Coordination Cell (the ‘EACCC’), established by Regulation (EU) 2024/2803 and Commission Implementing Regulation (EU) 2019/123 (3). The appointments of members and alternates to the NMB and the EACCC made in Implementing Decision (EU) 2024/3136 are linked to the professional position held at the time of appointment and some of the appointees are no longer occupying the positions under which they were appointed. ---|--- (2) | The Commission is mandated, by Article 18(7) of Implementing Regulation (EU) 2019/123, to appoint the voting members and their alternates in the NMB and, by Article 19(2) of Implementing Regulation (EU) 2019/123, to appoint members and their alternates to the EACCC. ---|--- (3) | The Commission is also mandated by Articles 18(7) and 19(2) of Implementing Regulation (EU) 2019/123 to appoint certain representatives to both the NMB and the EACCC following the proposals as specified in those Articles. ---|--- (4) | On 10 July 2025, the Commission received a proposal from the European Defence Agency (the ‘EDA’) for a change in the representative of the military air space users pursuant to Articles 18(7) and 19(2) of Implementing Regulation (EU) 2019/123. ---|--- (5) | On 12 September 2025, the Commission appointed Mr Koen Milis as the Chair of the Performance Review Board of the Single European Sky (the ‘PRB’) by means of Commission Decision (EU) 2025/1815 (4). It is therefore proposed to also appoint Mr Koen Milis as an observer to the NMB. ---|--- (6) | On 31 October 2025, CANSO proposed to the Commission, pursuant to Article 19(2)(4) of Implementing Regulation (EU) 2019/123, a change in the representative of that organisation in the EACCC. ---|--- (7) | On 7 November 2025, the Commission received a proposal from Eurocontrol for the representatives from air navigation service providers of associated countries contributing to the work of the Network Manager pursuant to Article 18(7) of Implementing Regulation (EU) 2019/123. This proposal respects the principle of rotation required by that Article. On the same day, Eurocontrol proposed to the Commission, pursuant to Article 19(2)(4) of Implementing Regulation (EU) 2019/123, a change in the representative of that organisation in the NMB. ---|--- (8) | All persons proposed for appointment should replace, as from the entry into force of this Decision, the persons appointed previously. ---|--- (9) | This Decision should enter into force as a matter of urgency so that new appointees can join the NMB and the EACCC from 1 January 2026. ---|--- (10) | The measures provided for in this Decision are in accordance with the opinion of the Single Sky Committee established by Article 48 of Regulation (EU) 2024/2803, ---|--- HAS ADOPTED THIS DECISION: Article 1 The persons listed in Annex I shall be appointed from 1 January to 31 December 2026 as the members, alternates and observers to the Network Management Board, in the capacity referred to in that Annex. Article 2 The persons listed in Annex II shall be appointed from 1 January to 31 December 2026 as the members and alternates to the European Aviation Crisis Coordination Cell, in the capacity referred to in that Annex.
