---|---|--- | 2. | Notes that Article 90(2) and (3), and Article 94(2) and (3) of the Samoa agreement define the competencies of the four assemblies; ---|---|--- | 3. | Notes that pursuant to Article 90(1) of the Samoa agreement each Member of the three Regional Parliamentary Assemblies shall be member of the OACPS-EU Joint Parliamentary Assembly; ---|---|--- | 4. | Notes that Article 94(1) of the Samoa agreement determines that: | (a) | the Africa-EU Parliamentary Assembly shall comprise, on the one hand, Members of the European Parliament and, on the other hand, Members of Parliament of each State Party in Africa, in equal number; ---|--- (b) | the Caribbean-EU Parliamentary Assembly shall comprise, on the one hand, Members of the European Parliament and, on the other hand, Members of Parliament of each State Party in the Caribbean, in equal number; ---|--- (c) | the Pacific-EU Parliamentary Assembly shall comprise, on the one hand, Members of the European Parliament and, on the other hand, Members of Parliament of each State Party in the Pacific, in equal number; ---|--- | 5. | Notes that as long as the Samoa Agreement does not apply to all the OACPS States, be it provisionally or after entry into force, the number of Members of the European Parliament in the assemblies will need to be aligned to the number of OACPS State Parties to which the Agreement applies, as the Agreement will become applicable to further OACPS States; ---|---|--- | 6. | Decides to set up: | (a) | a delegation to the OACPS-EU Joint Parliamentary Assembly, with 78 Members; ---|--- (b) | a delegation to the Africa-EU Parliamentary Assembly, with 48 Members; ---|--- (c) | a delegation to the Caribbean-EU Parliamentary Assembly, with 15 Members; ---|--- (d) | a delegation to the Pacific-EU Parliamentary Assembly, with 15 Members; ---|--- | 7. | Decides that the Members of the delegation to the Africa-EU Parliamentary Assembly, the delegation to the Caribbean-EU Parliamentary Assembly and the delegation to the Pacific-EU Parliamentary Assembly shall be the Members of the delegation to the OACPS-EU Joint Parliamentary Assembly; ---|---|--- | 8. | Decides that, in order to ensure an equal representation of the EU and the OACPS State Parties in each of the four Parliamentary Assemblies, the number of Members representing the European Parliament in the respective Assemblies shall correspond to the number of members representing the OACPS States applying the Samoa Agreement provisionally or after its entry into force; ---|---|--- | 9. | Decides that only the Members representing the European Parliament in the Africa-EU Parliamentary Assembly, the Caribbean-EU Parliamentary Assembly and the Pacific-EU Parliamentary Assembly shall represent the European Parliament at the OACPS-EU Joint Parliamentary Assembly; ---|---|--- | 10. | Decides that the delegations to the Africa-EU Parliamentary Assembly, the Caribbean-EU Parliamentary Assembly and the Pacific-EU Parliamentary Assembly should actively coordinate their work with the delegation to the OACPS-EU Joint Parliamentary Assembly to ensure coherence; ---|---|--- | 11. | Decides that: | (a) | the bureau of the delegation to the Africa-EU Parliamentary Assembly, shall consist of the president of the delegation and four vice-chairs; ---|--- (b) | the bureau of the delegation to the Caribbean-EU Parliamentary Assembly shall consist of the president of the delegation and two vice-chairs; ---|--- (c) | the bureau of the delegation to the Pacific-EU Parliamentary Assembly shall consist of the president of the delegation and two vice-chairs; ---|--- (d) | the bureau of the delegation to the OACPS-EU Joint Parliamentary Assembly shall consist of the president of the delegation and the presidents and vice-chairs of the delegations to the Africa-EU Parliamentary Assembly, the Caribbean-EU Parliamentary Assembly and the Pacific-EU Parliamentary Assembly;
