This provision says the regulation applies to enforcement based on a 1977 agreement on recognizing and enforcing judgments between Finland, Iceland, Norway, Sweden, and Denmark. A person seeking enforcement must apply to the district court in whose district the judgment can be enforced. If the competent district court cannot be determined, the application may be filed with Helsinki District Court. If an application is filed with an incompetent district court, or with Helsinki District Court under section 2, the application must be sent to the district court that is competent. Asianomaisen valtion tuomioistuimen, oikeusministeriön tai muun toimivaltaisen hallintoviranomaisen antama todistus on hyväksyttävä tässä tarkoitetuksi selvitykseksi. If an enforcement application or attached document is in Norwegian or Danish, the district court may have it translated into Finnish or Swedish. The Ministry of Justice pays the translation costs. After granting an enforcement application, the court must send the decision and attached documents to the competent enforcement officer unless the applicant asked to receive the decision instead.
