About this statute
The provision sets a goal that people permanently living in Finland should have access to reasonable housing, with suitable, healthy and functional homes, reasonable housing costs, and special attention to disadvantaged groups. The housing stock should be sufficient for a reasonable standard of living, and its use should be promoted. State funds may be used to support housing conditions through loans, interest subsidies, grants, state guarantees, tax relief, housing allowances, home savings bonuses, and other separately prescribed measures. The Ministry of the Environment must establish the plan for spending the research, trial and development appropriation. The municipality must create general conditions for developing housing conditions in its area and give special attention to people who are homeless or inadequately housed.
