This section says the law applies to permit requirements for currency transactions, the export and import of means of payment, securities and debt instruments, how currency is acquired, the duty to bring currency home, and the duty to provide information. This section defines key foreign-exchange terms and says the Bank of Finland may issue more detailed guidance when needed. Statsrådet may let the Bank of Finland require permits for certain exports and capital movements, and resident foreign-exchange persons must hand over or transfer certain foreign assets to the Bank of Finland. The Government may temporarily order foreign-exchange controls if there is a serious disturbance threatening the country’s foreign payment capacity and monetary stability. Finlands Bank may attach conditions to permits issued under this law, including requiring a deposit or a fee for capital movement cases.
