About this statute

Chapter 1: General provisions. This section says the Act applies to state business enterprises only when another separate law provides that it applies, and it states that the Act sets out the basic principles for their operations, finances, and administration. Liikelaitos must follow the service and operational targets set for it by Parliament and the Government, and the Government decides its profit target. For a state enterprise, revenue estimates and appropriations are entered in the state budget only to the extent provided in this Act or in a law specific to the enterprise. The state enterprise decides its own operational, financial, and administrative matters unless those matters are reserved to Parliament, the Government, or a ministry.
