Chapter 1: General Provisions. Lagen säger hur befolkningsuppgifter får inhämtas, registreras och lämnas ut, och att särskilda regler också gäller för anmälan till befolkningsdatasystemet, utlämnande, personuppgiftsskydd och offentlighet. I Åland gäller dessutom att bestämmelserna om registerförvaltningens lokala myndigheter avser Statens ämbetsverk på Åland. The provision describes the population data system and assigns responsibility for registry upkeep and system functionality to magistrates and the Population Register Centre. Population register data are kept for identifying people and determining their personal, family-law, and legal capacity status; property, building, and dwelling data are kept for identifying home municipality and residence and for determining technical characteristics. The provision lists what personal data may be registered in the population information system for Finnish citizens, certain foreigners, and for some official or religious users.
