About this statute

A foreigner’s passport must include identity details, validity information, issuer and place of issue, plus a photo; on request, the foreigner must show the passport to the passport inspector when entering or leaving the country. An identity document may be accepted instead of a passport if it substantially meets passport requirements; in special cases, another similar document may be accepted temporarily as a passport substitute. A group leader must have a personal passport, and each person listed in a group passport must have an identity document issued by their home authority unless the group passport has certified photos. A muukalaispassi can be issued for at most 10 years, the application must be made on the prescribed form, residence is allowed only if the passport contains a valid residence permit, and the Finnish Immigration Service may restrict use by entries. A refugee is given the travel document mentioned in the cited convention article, and the document may be issued for up to 10 years. It must be applied for using the designated form.
