About this statute

Chapter 1: General provisions. The university’s general administration is handled by the chancellor, council, board, education and research council, rector, and administrative office. The section defines which people count as university staff or students for elections. A university has freedom in teaching and research, but teachers must follow curricula and the rules and orders issued for their duties and for teaching at the university. The university chancellor must be a qualified person, cannot be an appointed university official, and is appointed by the President on the Government’s proposal after three candidates are selected.
