About this statute
Name-change matters are handled by the magistrate, and the Ministry of the Interior may issue further rules on competence if handling is concentrated for efficiency or balanced regional development. An application to change a surname may be submitted to any magistrate; if received by the wrong magistrate, it must be forwarded without delay to the competent magistrate and the applicant must be informed. A Finnish authority may examine a surname-change application in Finland if the applicant is a Finnish citizen living in certain other countries and the Finnish decision is recognized there.
