Chapter heading: General provisions. The Ministry of Finance must monitor municipal activities and finances and ensure municipal self-government is considered when preparing legislation about municipalities. The County Administrative Board may investigate a municipality on complaint. The basic services programme and budget are prepared through a consultation procedure and must be drawn up in cooperation with specified ministries. The section sets how many councillors a municipal council has based on population, allows a small municipality to choose 13–16 councillors instead of 17 in some cases, and requires a municipal enterprise to have a board. A person dissatisfied with certain municipal decisions may file a written rectification request, but may not seek amendment by appeal. Certain municipal decisions may be appealed to the administrative court by municipal appeal, and the appellant must state the appeal grounds before the appeal period ends.
