About this statute

A municipality must be part of a commuter region or another functional unit that has the financial and staffing conditions to organize and fund services. En ändring som bildar en ny kommun eller minskar antalet kommuner kan genomföras om de berörda kommunernas fullmäktige gör en gemensam framställning. If a municipal division change creates a new municipality or reduces the number of municipalities, the affected municipalities must agree on how administration and services will be organized, attach a coordination plan, and follow the agreement for three years unless a shorter period is agreed or compliance becomes impossible. Municipal personnel changes must be prepared in cooperation with employee representatives, and employers are barred from dismissing affected staff for economic or production reasons during the stated period, except where a worker refuses an offered new task or position. When a municipality is dissolved, the municipal director’s post ends when the municipal division change takes effect, and the post holder must be moved to a suitable post or employment relationship in the expanding or new municipality.
