The rule applies to electronic communication, and an electronically filed application must have its processing fee paid before processing starts. After a positive labour-office decision, Utlänningsverket must grant a first worker residence permit unless section 75(2) says otherwise and the applicant has no other valid permit; if the applicant already has a valid permit, the district police must grant a new worker permit instead. If the labour and economic development centre has made a positive decision, Utlänningsverket must grant a first residence permit for an entrepreneur, unless section 76(2) applies and the applicant already has another valid residence permit; if the applicant already has a valid permit, the district police must grant a new entrepreneur permit.
