This provision defines “consumer” and “universal services” for the law. Kommunikationsverket får ålägga mobilnätsföretag med betydande marknadsinflytande att ordna nationell roaming. The obligation does not apply if the right-of-use item is for the telecom company’s own use or its reasonable future needs. Kommunikationsverket must choose universal service operators when needed for a specific geographic area, using an efficient, objective, open, and non-discriminatory selection process. Communicationsverket must monitor universal-service pricing, and designated telecom operators must provide basic public network connections on reasonable terms and within a reasonable time.
