About this statute
The Ministry of Social Affairs and Health is responsible for overall planning, guidance, and supervision of social welfare; county administrative boards handle this within their counties; and the National Supervisory Authority for Welfare and Health has coordinating and special supervisory powers. The Government may issue further rules on the division of tasks and on Åland administrative tasks. The supervisory authority and the county administrative board may inspect municipal and joint municipal activities when there is reason to do so, and inspections may be unannounced. Supervisory authorities may order defects in social care to be corrected, set a deadline, and in serious cases immediately suspend operations or prohibit use of a unit or device. If social welfare supervision finds a municipality or joint municipal authority acted incorrectly or failed its duty, the supervisory authority or provincial state office may issue a reprimand or, if no reprimand or other action is taken, a notice reminding the supervised party to organize the activity properly and follow good administrative practice. An appeal against such a reprimand or notice is not allowed.
