Lagen gäller statsborgen för lån som används för att betala tillbaka aravalån till staten, riktat till kreditinstitut, försäkringsbolag, pensionsanstalter eller kommuner. This section defines key terms used in the law, including aravalån, loan object, guarantee loan, repayable aravalån, lender, and borrower. Statskontoret may approve a loan as a guarantee loan if the borrower has sufficient repayment capacity. The borrower must use the guarantee loan in one payment to repay the full state-repayable araval loan, and loans used for that purpose are not approved as guarantee loans under the cited conditions. A borgenslån may not exceed the remaining principal on the aravalån being repaid; if one borgenslån repays several aravalån, it may not exceed their combined principal. State guarantee covers the entire loan granted. For guarantee loans, the loan terms, interest, and other charges must be reasonable compared with ordinary loans for the same purpose, and only euro loans may be approved.
