This section defines what counts as a package travel arrangement, including when a combination of services is arranged in advance and when it is treated as being offered at a common price. This section defines “travel organizer,” “travel intermediary,” and “traveler” for this law. A travel agent is responsible like the travel organizer for information given to travelers and for fulfilling the contract, unless the stated Finland-based organizer/awareness conditions are met. If a travel brochure is provided, it must contain specified trip details, and travel contract terms must be made available in a form travelers can keep. Precontractual information is binding on the travel organizer unless validly changed.
