The Ministry of Social Affairs and Health, regional state administrative agencies, and Valvira are assigned oversight and planning roles for mental health work; the government may issue rules on the detailed division of labor. Municipalities must ensure mental health services are provided in their area, and hospital district joint municipal authorities must handle specialized mental health services in their area. Kommunerna och samkommunerna ska se till att mentalvårdstjänster finns och att de motsvarar behovet i kommunen eller samkommunens område. Certain health-care and social-welfare bodies must jointly organize mental health services as one functional whole, and ensure access to supported/service housing for people with mental illness or other mental disorders in connection with needed rehabilitation. Beslut om intagning på ett statligt sinnessjukhus fattas av Institutet för hälsa och välfärd in the cases mentioned; otherwise, the chief physician makes the admission, care-termination, and discharge decisions.
