About this statute
Statsrådet appoints the National Conciliator and appoints the deputy on the National Conciliator’s request; the National Conciliator appoints or employs other staff at the office. The position of riksförlikningsman requires a higher university degree and good familiarity with labour legislation and labour market functions. The State Council appoints the needed number of conciliators for three years at a time, on the National Conciliator’s proposal. The conciliators’ area covers the whole country, and one conciliator is permanently stationed in Åland. A person may be appointed as a conciliator only if they have practical skill and ability needed to handle the task successfully. In a labor dispute, the National Conciliator or a conciliator may ask the Ministry of Economic Affairs and Employment to appoint a mediation board, and the Ministry appoints its chair and other members.
