Chapter 1 contains general provisions. The law’s purpose is to support integration, immigrants’ participation in society in Finland, equality, equal treatment, and positive interaction between population groups. This section says who this law applies to, including certain residence-status holders, protection applicants and recipients, and some family members. This section defines key terms used in the Act, including integration, integration promotion, immigrant, special measures, intersectoral cooperation, person in need of special measures, and labour authority. When this law is applied to people under 18, special attention must be given to the child’s best interests and development. Children’s wishes and views must be investigated and considered, and children aged 12 or older must be given a chance to be heard.
