Chapter 1 contains general provisions. This section says the working order covers the ministry’s leadership, management groups, administrative steering, units’ responsibilities and tasks, senior officials’ duties and deputies, case preparation, and which official decides a matter. The minister leads the ministry’s work; if more than one minister handles the ministry’s matters, each responsible minister leads the work. Ministers are assisted by their own management groups, result-oriented management is used in the ministry, and the permanent secretary approves the ministry’s performance plan. The ministry and agencies/institutions in the administrative sector use performance management. Department heads approve performance goals for bodies in their division, and unit heads approve goals for bodies outside the divisions. Ministeriets ledningsgrupp ska handlägga och samordna viktiga ärenden, och ministern ska kalla kanslichefen och vissa andra tjänstemän till gruppen.
