This section says the regulation covers animal welfare in ostrich keeping, but not ostrich keeping in zoos. This section defines “strutsieläin” and “tarha” for this regulation. The ostrich enclosure must be suitable, calm, dry, spacious, and set up so the birds can avoid aggression and feed and drink at the same time; it also needs safe handling facilities, daily inspection after use starts, and a sign banning unauthorized entry and throwing objects into the outdoor area. Ostrich enclosures must be large enough for the birds to run without injury, and they must include clean sand for sand baths, a water-bathing option for adult emus, a suitable nesting area, safe access to shelter, and, when needed, protection from rain, wind, and sun. If the ground is frozen, it must be sanded to prevent slipping. Fence enclosures for ostriches, emus, and rheas must meet safety and size requirements, including minimum heights and regular maintenance.
