The Population Register Centre is responsible for the certificate service, and the Ministry of Social Affairs and Health may issue more detailed regulations on certification and how the service is carried out. Social- och hälsovårdsministeriet ansvarar för den allmänna planeringen, styrningen och övervakningen av elektroniska recept och vissa riksomfattande informationssystemtjänster. Ministeriet delar också tillsynen över en viss certifikattjänst med finansministeriet. Fees must be charged for electronic prescriptions, certification under the law, and use of data in the prescription centre, prescription archive, and medicines database; the fee must match service production costs. Section 28 sets transitional fee rules: section 25 fees start being charged four years after the law enters into force, and Befolkningsregistercentralen may temporarily charge cost-based fees for certain services it provided under another law.
