About this statute

The provision says Finland participates in international cooperation to secure peace and human rights and to develop society, and that Finland is a member of the European Union. Finnish citizens and EU citizens living in Finland who are at least 18 have the right to vote in European Parliament elections, as provided by law. Temporary derogations from fundamental rights may be introduced by law, or by a government decree based on a narrowly defined statutory authorization, when required in armed attack or other legally defined emergency conditions. A matter is taken up in the parliament when the government submits a government bill, when an MP introduces a motion, or by another method set out in the constitution or parliamentary rules. Statsrådet must every year submit reports to riksdagen about government activity, actions taken because of riksdagen’s decisions, state finances, and budget compliance.
