TV programs must be provided with audio and subtitling services, and some program hours may be counted or placed in on-demand TV as described in the annex. The section lists which broadcasters/program services are covered: MTV Ab (MTV3), Sanoma Entertainment Finland Oy (Nelonen), and Family Channel Oy (SuomiTV). Provisionssatsen anger kostnaden per programtimme för ljud- och textningstjänster för åren 2011 och 2012: 90 euro för ljud i programutbud och 630 euro för textning i program på finska eller svenska. A television service operator must use the reduced share in the appendix if the sound and subtitling service costs exceed 1% of turnover in the previous financial period, and if that reduced share still exceeds 1%, provide the service in as large a share of programs as possible without going over the limit. The provision says the regulation enters into force on 1 July 2011 and that certain program-service accessibility percentages apply, including an audio-service requirement for public-interest programs with translation text.
