A passport application must be made in writing, include a recognisable photo, and be submitted personally to a police establishment; passport identity must usually be shown, and special rules apply for diplomatic and service passports. Pass utfärdas av specificerade myndigheter, bland annat en polisinrättning, rörliga polisen på Helsingfors-Vanda flygplats, vissa utlandsmyndigheter och utrikesministeriet. Pass utfärdas inte för en person som har meddelats utreseförbud enligt konkurslagen. A passport may be withdrawn by a police authority or by the authority that issued it. This section says the rules on surrendering a passport to the police are found in other laws for people under a travel ban or an exit ban.
