About this statute

The provision defines several customs-related terms, including Finland’s customs territory, the Community customs territory, third countries, customs measures, customs offences, technical surveillance, and the investigation-and-assistance system. A designated customs officer deciding the measure must be an appointed officer serving as head of customs crime prevention or customs supervision. The provision lets customs officers use certain surveillance and coercive measures for customs offences, sets decision-making powers for customs and courts, and requires reporting and supervision. A customs officer may use the same investigative measures and coercive measures as a police officer in a customs authority investigation, unless 20 a § 1 mom. says otherwise. Anyone thought able to provide information about a customs offence must appear when summoned at the nearest customs office to be heard in the investigation. Customs staff are also subject to the police rules on secrecy duty and secrecy right for crime prevention.
