The ministry approves master’s programmes based on universities’ proposals, and any new, ending, or substantially changed programme requires an amendment to the regulation. A magister program is defined as education based on a lower higher-education degree or equivalent that leads to a higher higher-education degree and is arranged as a program with separate admission. Helsinki University may run the listed master's degree programmes. Östra Finlands universitet får genomföra de magisterprogram som räknas upp i paragrafen.
