About this statute

This section states that the law sets out the procedure for presenting a citizens’ initiative under the Constitution. This section says rules on the right to submit a citizen initiative to Parliament are found in the Constitution. A citizen initiative may be started by at least five eligible Finnish voters, and the initiators must give their contact information to the Population Register Centre, the Ministry of Justice, and Parliament when contacted about the initiative. A citizens’ initiative must include a legislative proposal or a proposal to start legislative drafting, a justification, a title describing its content, and a date. It may be written in Finnish, Swedish, or both.
