About this statute

The Ministry of Education and Culture is authorized to transfer specified property, intellectual property, and the central part of the institute’s library collection, and to sign the foundation deed and bylaws for the new foundation on the state’s behalf. Undervisnings- och kulturministeriet bestämmer villkoren för vissa överlåtelser och andra statliga arrangemang i samband med bildandet av stiftelsen. Stiftelsen must take over certain agreements and compensate the state for payments made because of its secondary liability; Esbo stad is responsible for library-service obligations as agreed with the ministry. The foundation to be formed is to receive state aid mainly from lottery winnings, and the ministry and the foundation must hold annual performance discussions about the foundation’s goals and financing. The provision ends certain service relationships on 31 December 2012 and moves staff into new employment relationships on 1 January 2013.
