Statute overview

About this statute

The municipality must arrange child day care for municipal residents, and in urgent or otherwise necessary cases also for other people staying in the municipality. This section assigns supervision and inspection powers for childcare, allows corrective orders and urgent shutdown/prohibition measures, and requires cooperation by inspectors, police, and ministries. THL is the expert authority for daycare, and it must cooperate with the National Agency for Education; the Ministry of Social Affairs and Health must prepare a result target document with THL after agreeing on result targets with the Ministry of Education and Culture. A municipality may organise childcare in several permitted ways, and certain oversight, payment, and organisation rules apply.
