This section defines who counts as police officers. Polisöverdirektören, polisdirektörerna och chefen för ansvarsområdet vid Polisstyrelsen anges som chefer eller förman för hela polispersonalen, med ett undantag som hänvisar till 1 mom. för chefen för ansvarsområdet. The provision assigns leadership roles in the police organization: the local police personnel is headed by the police chief, the national unit personnel is headed by the chief, and certain operational units are led by police officers in command. A general leader at a local police situational or command center is responsible for operational field leadership and may issue urgent orders within the area. A local police field chief must lead field operations, supervise personnel during shifts except command staff, and manage the carrying out of police tasks in the assigned area.
