This provision says the regulation applies to planning, running, closing, and aftercare of mining-waste facilities and related monitoring, but some listed sections do not apply in certain low-risk waste cases. This section defines several terms used in the regulation, including prospecting, processing, mining waste, inert waste, uncontaminated soil, leachate, and different types of mining waste disposal sites. När en plan för hantering av utvinningsavfall görs upp ska ett antal miljö- och planeringskrav beaktas. The authority reviewing the mining waste management plan may require additional information in the plan if needed for its assessment. Operators must follow the annex 4 requirements for major-accident tailings-facility safety documents and must immediately notify the authorities with information needed to limit harm after a major accident.
