This provision says the law aims to improve building energy efficiency and increase use of renewable energy in buildings, and it covers rules on energy certificates for buildings, their preparation, obtaining, use, supervision, and penalties for violations. The building owner must obtain an energy certificate and use it, or the information in it, in situations required by this law unless another rule says otherwise. The energy-certificate duties apply to buildings used to maintain indoor climate, but several building types are exempt. An energy certificate is prepared for the whole building, unless the building’s significant parts have substantially different uses, in which case it is prepared for the relevant part.
