The Ministry of Education and Culture is responsible for the general leadership and development of sports administration and for coordination of sports cooperation within central government; regional sports administration handles this regionally, and municipalities locally. The Ministry of Education and Culture allocates annual operating appropriations for regional sports administration and agrees with the regional state administrative agencies on how the funds are used. It may also allocate other appropriations that are passed on as grants. The Ministry of Education and Culture approves sports organizations that receive support under this law and must assess each application against the organization’s sports activities and ethical principles. When the Ministry grants aid for building sports facilities, it must ask the regional administrative state office and the State Sports Council for opinions.
