A person is regarded as resident in Finland if the person is resident there under the Act on the Application of Legislation on Residence-Based Social Security (1573/1993). This section defines “handledning och tillsyn” as the guidance and supervision a person needs for personal routines, necessary household work, errands outside the home, or another person’s ongoing readiness. Personer under 16 år may have a right to disability allowance if the care, nursing, and rehabilitation linked to illness, defect, or injury creates unusually greater burden and attachment for at least six months. People aged 16 or older may be entitled to disability allowance if their functional capacity is expected to be reduced for at least one uninterrupted year and the condition causes inconvenience, help, or supervision needs. This section sets the conditions and monthly amounts for care allowance for pensioners.
