This provision says the regulation applies to batteries and accumulators, regardless of form, size, weight, composition, or use, but not to specified excluded uses. This section defines the key terms used in the regulation on batteries and accumulators. Certain batteries and accumulators must not be placed on the market if they exceed mercury or cadmium limits, subject to specified exceptions. Manufacturers who place batteries and accumulators on the market must, as far as possible, improve environmental performance over the product life cycle and keep hazardous substances as low as possible, replacing them with less harmful substances where possible. Producenterna ska hålla insamlingsnivån för separat insamlade kasserade bärbara batterier och ackumulatorer på minst 25 viktprocent fram till 1 januari 2016 och minst 45 viktprocent från och med då. Närings-, trafik- och miljöcentralen i Birkaland ska följa upp nivåerna enligt bilaga 1.
