About this statute

This section says the law covers how foreign higher education can qualify a person for a job or task, and it defines what counts as foreign higher education. If another law has different rules on the same point, that other law applies instead. Foreign higher education degrees and study achievements are compared with Finnish higher education qualifications, and in some cases may be equated with a named Finnish degree if required by the qualification requirements for a post or task. Foreign higher education degrees can be treated as equivalent to Finnish higher education degrees if they are at the corresponding level; named degrees can also require the corresponding field. A foreign higher-education study achievement is treated as equivalent to a Finnish higher-education study achievement when it is at the same level and in the same field. The Government may issue further rules on the conditions for treating supplementary studies as equivalent, and if those studies are not completed when the equivalence decision is made, the decision must specify them.
