This provision says the law applies to promoting sports and elite sports, the responsibilities and cooperation of state administration and municipalities, state administrative bodies, and state funding in sports. This section says the law aims to promote exercise, sport, health, children’s and young people’s development, civic sports activity, elite sports, fairness and ethics in sport, and reduced inequality in exercise and sport. This section defines three terms: sport, elite sport, and exercise that promotes health and well-being. Undervisnings- och kulturministeriet ansvarar för statens ledning och utveckling av idrottspolitiken, regionförvaltningsverken ansvarar för den regionala idrottsförvaltningen, och staten ska vid behov samarbeta med kommuner, organisationer och andra aktörer inom idrottssektorn.
