About this statute
A residence permit generally requires a valid travel document, but there is an exception for certain listed permit bases. For persons in a witness protection programme, the police must grant continuous residence permit, subsistence need not be secured, and refusal is allowed only for compelling public-safety reasons. Certain aliens are granted a temporary residence permit for four years if they are to receive a continuous residence permit under section 113(1). Continuous residence permits are granted to certain foreigners who receive asylum, refugee status, subsidiary protection, or humanitarian protection; they may also be granted to foreigners admitted to Finland under a Government decision under section 93.
