This section says the law applies to municipal administration and finances, and to certain municipal activities, unless another law provides otherwise. Fullmäktiges ordförande ska kalla in ersättaren när en ledamot förlorar valbarhet, befrias från uppdraget eller avlider, och den kommunala centralvalnämnden ska vid jäv kunna förordna nya ersättare på begäran. The municipal council may appoint a temporary committee to prepare certain cases, give opinions, or review administration, and it must do so in some conflict-of-interest situations. The committee’s members must be council members or alternates, must obtain the municipal executive’s opinion on matters it prepares, and its mandate ends when those matters are finished. A municipality may handle a task on behalf of one or more municipalities through a joint organ, and the municipalities may agree that some members of that organ are appointed by the other municipalities. A municipal elected official acts under public office liability. If there is reason to suspect an offence or other breach of duty, the municipal board must ask for an explanation and, if needed, report the matter to the council; obvious office offences must be reported without delay.
