About this statute

For subsidized procurement, public procurement rules apply when the procurement is within their scope. If the value is below the national threshold and the support is based on eligible costs, the beneficiary must request a sufficient number of bids for related procurements. Bids do not need to be requested for subcontracting or supervision/guidance of a subcontractor’s work in the stated case. Only individual landowners may receive support under this law; for forest nature care projects, companies or professionals may also receive support if the support promotes the care and use of individual landowners’ forests. The works covered by this law may be done by the landowner or by an outside actor, but support is not granted for a measure done as the landowner’s own work if the support amount is based on acceptable costs. For certain forestry support, an execution plan approved by the Forestry Centre is required, and an execution notification must be filed after the work is completed; notifications also apply to early care of seedlings and young forest. The Council of State and the Ministry of Agriculture and Forestry are given power to issue detailed rules on subsidy amounts, eligible costs, environmental subsidies, and the average stumpage price used to calculate forest harvesting value.
