Chapter 1 contains general provisions. This section says the law applies to Customs-related measures for preventing, detecting, and investigating customs offences, and for prosecuting suspects. A customs officer in customs crime enforcement may identify a person using signalement and specified personal registers if the person refuses to provide information and cannot be identified otherwise. Information about an information source may be recorded in a personal register. Överskottsinformation får i vissa fall sparas, men annan information ska raderas utan onödigt dröjsmål när den inte längre kan användas eller behövs för att förebygga eller utreda ett tullbrott.
