A residence permit can be granted only if the foreigner’s livelihood is secured, unless the law provides otherwise. For residence permits under this section, the foreigner’s means of support must be secured, but this requirement does not apply in listed family-reunification situations. A residence permit under this section requires the applicant’s livelihood to be secured, except in a listed minor-sibling situation; refugees must also be told that family members may get permits without this livelihood requirement.
