About this statute

When Finland nominates national candidates for vacant posts as judges or members of international courts or the Court of Justice of the European Union, the procedure in this law must be followed. Vacant judicial or court-member posts must be announced publicly before nominees are put forward, and only a person who has applied for the post may be nominated. The Government must appoint an expert delegation, on presentation from the Government Chancellery, for six years at a time. The expert delegation must have nine members, each with a personal substitute. The member from the Prime Minister’s Office is the chair and that member’s substitute is the vice chair, except in matters presented from another ministry. The delegation has quorum when the chairperson or vice chairperson and at least half of the other members or substitutes are present.
