Chapter 1 sets out general provisions concerning the platform. A ship may be treated as Finnish if Finnish or EEA ownership and other listed conditions are met; the transport authority must approve or revoke approvals and permits in defined cases. This section says the rules on the registered ship owner’s liability for removing wrecks caused by a maritime accident are set out in Chapter 11a. This section says when the Nairobi Convention and this chapter apply in Finland and in certain waters outside Finland, and it carves out cases covered by Chapter 10 or 10a.
