För fysiska personer får vissa uppgifter registreras i registret när de behövs för registrets ändamål. Den registeransvarige har rätt att få vissa uppgifter från myndigheter, trots sekretessregler. Den registeransvarige beslutar om utlämnande av uppgifter, men uppgifter får inte lämnas ut om det kan antas äventyra integritet, intressen, rättigheter eller statens säkerhet. Utlämnande till mottagare i andra än enskilda fall kräver Trafiksäkerhetsverkets tillstånd. A person may forbid disclosure of address details. If a blocking marker is entered, the restriction also covers the person’s name. Trafiksäkerhetsverket must tell the recipient about the restriction and how the data may be used and protected.
